With the continuous progress of various industries, what we are facing is the problem of water pollution. As a result, water environment monitoring has become our “compulsory course”. The Overlap of Functions Leads to Unclear Rights and Responsibilities

In the development of water environment monitoring in our country, different water bodies are regulated separately, mainly including: drinking water, sewage, wastewater, surface water, above-ground water, etc. In addition, the regulatory authorities are not single. This may lead to cross-functional management. If it is not arranged for a long time, it may result in repetitive execution or chaotic monitoring lines and other situations.

In the development process of water environment monitoring in our country, supervision is carried out separately according to different water bodies, which can be roughly divided into drinking water, sewage and wastewater, surface water, groundwater, etc. The corresponding regulatory departments are urban construction, land and resources, environmental protection department and water conservancy department respectively. Take groundwater as an example. There are three involved departments. Many overlapping functions are significant issues existing in water environment monitoring and management work, which leads to unclear division of labor among many departments, overlapping management functions, waste of management resources, as well as chaotic monitoring routes and repetitive supervision work. However, each regulatory department is independent of each other. The repetitive labor leads to the utilization rate of resources not being greatly improved.

 

The Selection of Indicators is Unreasonable and Fails to Keep Pace With The Times

Judging from the current situation, the pollution in major water systems and cities has shifted from inorganic pollution to organic pollution. However, in actual work, the organic matter item in the water quality inspection indicators is a comprehensive project and not an effective and specific control indicator. The severity of organic pollution cannot be well and timely grasped only in the online water quality monitoring project, and it also hinders the realization of the goal of total control of the water quality environment.

 

The Monitoring and Analysis Technical Solution Does not Conform to the Current Water Environmental Quality Standards

Multiple projects have recorded that the current water environmental quality standards and sewage discharge standards for pollutants are not compatible with the current existing standard analysis, and no good water quality analysis method has been formed. It has caused considerable obstacles to the implementation of some already promulgated standards. For each testing item, there is still a lack of corresponding minimum requirement standard analysis methods.
