Prohibition of Substandard Sewage Discharge

Introduction  

Environmental pollution investigation is a mandatory task for all regions. By means of case-based legal interpretation and enterprise education, enterprises are reminded to strengthen their awareness of environmental protection. This article aims to provide a brief overview of this topic.

 

Analysis of Enterprise Sewage Discharge Behaviors  

Relevant staff can conduct analysis based on online data, water consumption, and drainage volume. If an enterprise’s externally discharged wastewater is found to have **persistently substandard pollutant concentrations**, **discharge volume exceeding water consumption**, or **interference with automatic monitoring facilities for water pollution sources**, the enterprise will face corresponding penalties once such non-cooperative behaviors with water environmental protection authorities are detected.

 

Legal Provisions on Evasion of Supervision  

The *Water Pollution Prevention and Control Law* stipulates that “it is prohibited to privately install concealed pipes or use other supervision-evading methods to discharge water pollutants”. The following practices fall under the category of “supervision-evading methods”:

1.Diluting wastewater before discharge;

2.Illegally transferring wastewater out of the factory using storage tanks or other transportation tools/containers;

3.Discharging wastewater through rainwater pipes after the separation of rainwater and sewage pipelines;

4.Other practices such as unauthorized modification of sewage treatment methods and substandard wastewater discharge.

 

Case Study  

On April 28, 2021, a surprise inspection was conducted on an enterprise. It was found that the enterprise had a storage pool dedicated to rainwater and river water, connected to the sewage station’s external discharge system via a water pipe. Caught off guard by the inspection, the enterprise temporarily modified the pipe in an attempt to pass the inspection. Prior to the inspection, the enterprise had been controlling sewage indicators through dilution. The staff involved in this case have since received corresponding penalties.

After proper wastewater treatment, enterprises should conduct water quality monitoring to verify whether all indicators meet standards and monitor real-time changes in water quality. The scope of water sources requiring monitoring is broad, including:
